Pac-West Telecomm Provides E911 Capabilities to VoIP Providers VoiceSource solution enables VoIP and other service providers to deliver E911 emergency services in the Western U.S. STOCKTON, Calif., May 16 /PRNewswire-FirstCall/ -- Pac-West Telecomm, Inc. (NASDAQ:PACW), a provider of traditional and next-generation voice communications services in the Western U.S., today announced the availability of fixed-line enhanced 911 (E911) services to VoIP and other service providers through its VoiceSource offering. Hank Carabelli, Pac-West's President and CEO, said, "In anticipation of widespread industry demand for VoIP, as well as FCC regulations requiring E911 capabilities for VoIP providers, we have extended our traditional 911 capabilities to enable E911 for VoIP providers as part of our VoiceSource offering. We believe that Pac-West is the only provider in California that provides VoIP service providers with E911 capability in virtually 100% of the state, in addition to other markets in our Western U.S. footprint." Federal Communications Commission Chairman Kevin Martin has proposed a plan requiring providers of Internet-based telephone services to offer E911 emergency services. The plan is expected to be voted on and adopted at the Commission meeting on May 19th. "Pac-West supports the efforts of the FCC and state regulators requiring VoIP providers to offer E911 service," said Carabelli. "Providing E911 capabilities to VoIP providers is an integral step in our strategy to enable other communications providers to deliver full- feature IP-based phone service to their end-users." Carabelli continued, "E911 and other traditional voice capabilities are key requirements in making VoIP a viable alternative to traditional PSTN (public switched telephone network) phone service. Pac-West has been providing E911 to our traditional PSTN customers since 1996. By integrating this capability into our VoiceSource solution, which provides a bridge between the PSTN and VoIP networks, we can now offer this same capability to VoIP providers." Pac-West's VoiceSource offers service providers, including VoIP providers, a single source for the three key components required to deliver IP-based local phone service. The VoiceSource suite includes PSTN On Ramp, Network Database Services (NDS), and Driver's Seat. PSTN On Ramp includes origination and termination, local access numbers, two-way connectivity, and 911 call routing throughout Pac-West's footprint. NDS enables customers to update end- user information in industry telephone databases, including E911. Driver's Seat, Pac-West's secure Web portal, enables customers to manage their VoiceSource account online, including ordering local access numbers, activating end-users, and viewing billing and call detail records. Pac-West has built direct selective router trunking to all the major ILECs (incumbent local exchange carriers) in California. "That trunking, combined with Network Database Services to update Automatic Location Identification (ALI) information, provides a complete solution for VoIP and other service providers seeking fixed-line E911 services," said Carabelli.
