PSB FINANCE S.A.: PUBLICATION OF LOAN PARTICIPATION NOTES PROSPECTUS

PSB Finance S.A. announces that the following Prospectus has been submitted to
the Financial Services Authority for publication through the document viewing
facility of the UK Listing Authority:

A Prospectus dated 29 January 2008 for the issuance of U.S.$100,000,000 Loan
Participation Notes, to be issued by, but with limited recourse to, PSB Finance
S.A., in connection with U.S.$100,000,000 Loan Participation Notes dated 20 July
2007, previously issued to finance a subordinated loan to Open Joint-Stock
Company Promsvyazbank, arranged by ABN Amro Bank N.V. and HSBC Bank Plc.

A copy of the above Prospectus may be obtained in printed form, free of charge,
to the public at the registered office of PSB Finance S.A., at 2 boulevard
Konrad Adenauer, L-1115 Luxembourg, and at the registered offices of Deutsche
