(the "Bonds")
Pursuant to the provisions relating to the giving of notices to Bondholders contained in the terms and conditions of the bonds and
global bonds representing the relevant Bonds or the "Description of the Bonds and Guarantee - Notices" in the Prospectus Supplements
relating to the Bonds,
NOTICE IS HEREBY GIVEN to the holders of the Bonds that:
* Pursuant to the Japan Finance Corporation Law (Law No. 57 of 2007) (the "Law"), on 1st October, 2008, the international financial
operations of Japan Bank for International Cooperation ("JBIC"), Japan Finance Corporation for Small and Medium Enterprise, National Life
Finance Corporation and Agriculture, Forestry and Fisheries Finance Corporation will be reorganized and integrated into The Japan Finance
Corporation ("JFC") which is newly established on 1st October, 2008.
* Pursuant to Article 18, Paragraph 1 of the Supplementary Provision of the Law, debts/obligations in respect of the Bonds will be
succeeded to by JFC at the time of JBIC's dissolution.
* Pursuant to Article 23, Paragraph 1 of the Supplementary Provision of the Law, the guarantees given by Japan with respect to the
Bonds will not be affected by the above dissolution and succession and will remain in full force and effect thereafter in accordance with
the terms and conditions of the Bonds which are effective before the dissolution and succession, and Japanese tax treatments in respect of
interest and issue differential of the Bonds will not be affected by the above dissolution and succession and will stay the same.
* Pursuant to Article 24, Paragraph 1 of the Supplementary Provision of the Law, JFC and Japan International Cooperation Agency will
be jointly and severally responsible for the obligations of the bonds issued by JBIC and the Export-Import Bank of Japan.
* Pursuant to Article 24, Paragraph 2 of the Supplementary Provision of the Law, after the succession by JFC of debts of the Bonds,
each holder of the Bonds will, in respect of the property of JFC, have the right to have his or her claim satisfied in preference to other
creditors.
