 FREESERVE TO OFFER ON-LINE INSURANCE WITH NEW JOINT VENTURE -                
                            INSURANCECITY.COM

         
Freeserve plc ("Freeserve"), the leading UK internet service provider today
announces the formation of InsuranceCity.com, an on-line personal lines
insurance service to be launched in October.

InsuranceCity.com is an equity joint venture between Freeserve, GlobalNet
Financial.com (the provider of on-line financial news and information on
Freeserve's money channel through UK-iNvest), Cox Insurance (one of the
leading providers of personal lines insurance in the United Kingdom) and
Harrison Son Hill & Co. (the parent company of Harrison Brothers, a members
agency authorised by Lloyd's of London for the conduct of insurance business).

InsuranceCity.com will give Freeserve customers an efficient and convenient
route to purchasing motor, home and travel insurance.  Customers will receive
on-line the most competitive quote from a panel of top UK insurers, have
access to the policy details and be able to purchase on-line, ensuring
immediate cover. In due course, InsuranceCity.com plans to expand the service
to include more specialised insurance products.

Commenting on the development, Freeserve chief executive, John Pluthero said:
