Tennessee Protects Our Children with New Child Abuse Reporting Application

Streamlined reporting and tracking application
empowers Tennessee citizens to assist in safeguarding our youth
The Tennessee Department of Children’s Services (DCS) launched
an improved and innovative online Child Abuse Reporting and
Tracking application, https://apps.tn.gov/carat/. Approximately
4,200 incidents have been reported through the application since it
launched on April 23, 2015, and it is currently averaging 4,500
tracking requests per month.
This system streamlines the reporting and tracking process for
child abuse cases. The application guides a reporter of abuse
through inputting information about each incident and person
involved, helping to build the case into a narrative for DCS to
review. All of the information is automatically placed into DCS’s
case management system. The reporter receives a “Referral ID” when
the information is submitted, allowing users to track the status of
their report online at anytime.
Prior to the release of this application, the Child Abuse
Hotline was experiencing a high volume of calls from citizens
inquiring on the status of their reports. The online tracking
feature has significantly reduced call volume for the agency. The
guided approach for reporting an incident ensures more accurate
information is gathered for DCS, allowing them to quickly assign
field workers to investigate.
Deputy Commissioner at Department of Children’s Services, Scott
J. Modell, Ph.D., calls the implementation of the tracking service
“one of the most significant and transformational changes at our
Child Abuse Hotline that has impacted numerous stakeholders.”

The newly launched application utilizes a responsive design that
allows access to the site from devices of all sizes, including
tablets and smart phones, which makes it easier than ever for
concerned citizens to report and track child abuse cases.
The Child Abuse Reporting and Tracking application was designed
