BLACK & DECKER ENGAGES TNT AS EUROPEAN SUPPLY CHAIN PARTNER

Black & Decker has embarked on a supply chain restructuring process in Europe
This project includes establishing a Central European Distribution Centre
(CEDC).  The company has decided to collaborate with a logistics provider to
realise the construction of the CEDC in Tongeren in Belgium.  TNT has been
selected as the preferred partner for the design, realisation, commissioning and
operation of the CEDC.

Black & Decker and TNT have selected the industrial zone at Tongeren-Oost in
Belgium as the location for the CEDC.  This centre will handle goods destined
for the markets in Europe, including Eastern Europe.  This implies that
activities, such as order intake, receiving goods, storage, order picking,
client specific processing and shipping will be performed in this warehouse.

The building will be an automated high bay warehouse for pallet storage with an
adjacent conventional warehouse facility for order picking and packing, in-and
outgoing goods and offices.  The CEDC will be operational in the year 2000.  The
total number of employees is projected at around 100 people.

The Flanders Foreign Investment Office (FFIO), the GOM-Limburg and the city of
Tongeren have actively contributed to Black & Decker and TNT's choice of the
industrial zone at Tongeren-Oost as site for the CEDC.
