could not be filed within the prescribed time period because certain information relating to and necessary
for the completion of the Registrant’s financial statements and management’s discussion and analysis of financial
condition and results of operations could not be obtained by the Registrant within such time period without unreasonable effort
or expense. The Registrant will file its complete Form 10-Q within the time allotted by Rule 12b-25.

Net loss for the second quarter and first six months of 2016 will be approximately $1.1 million and $1.9 million,
respectively, versus net loss of $1,726,270 and $2,134,972, respectively, for the second quarter and first six months of 2015.
The net losses for the 2016 periods were primarily due to low revenues, increased operating expenses (especially for overseas business
development efforts) and the expiration of warrants, and were partly offset by realized gain on financial instruments.
