Overseas markets are demonstrating a lack of exuberance as just
five of the 15 markets that we track are currently positive. The
cumulative average return on the group stands at a minus 0.228
percent. It appears that strong consumer spending may have
bolstered the fourth quarter Gross Domestic Product in the United
Kingdom. The year-over-year GDP number was raised to a plus 2.8
percent from an initially estimated plus 2.5 percent. This figure
currently marks the highest level of economic growth in the UK
since the plus 2.9 percent rise in the fourth quarter of 2000. In
its weekly attempt at sneaking the sunrise past the rooster, the
Mortgage Bankers Association (MBA)Refinancing Index will be
released at 7:00 a.m. today. In the prior week the index rose by
6.4 percent. The MBA refinancing index rose by 1.9 percent. The
purchase index rose by 2.3 percent. As such, the MBA market index
rose by 2.1 percent. At 10:00 a.m., January Existing Home Sales are
expected to have declined by 2.9 percent compared to a 6.9 percent
rise to an annualized 6.47 million units in December. The 6.1
million re-sales in 2003 shattered the previous re-sale record of
5.56 million units set in 2002 and eclipsed the six million annual
rate for the first time ever. I would tend to doubt that this
report would move the market, even at or slightly greater than the
predicted decline. The number is coming from an historic high and
one point in time does not constitute a trend. Now, that's what you
want to watch going forward, the establishment of a downward trend.
Also at 10:00 a.m., Federal Reserve Chairman Greenspan is scheduled
to testify before the House Budget Committee on economic outlook
and fiscal issues. This appearance could well move the markets as
traders will want to see if he tips his hand on the proximity of
any interest rate hike. Mr. Greenspan starts out from a prepared
text and then enters a question and answer period. Stay tuned!
Finally and still at the 10:00 a.m. hour, the January Chicago Fed
National Activity Index will be released. The December report
showed a decline to a plus 0.13. This report attempts to define
expected growth in national activity as well as the potential for
inflationary pressures. Be prepared for the investing week ahead

OPPORTUNITIES A report out yesterday from the National Hi-Tech
Crime Unit in Britain shows that over 80% of UK companies have
suffered at least one form of computer crime. With 254 viruses or
other fraudulent programs attacking the average company per
year, the cost of dealing with the problem runs into billions.
Interestingly, while virus attacks cost almost 28 million pounds
sterling in 2003, financial fraud cost a massive 121 million pounds
sterling. And as if that weren't enough, British customers ofUS
bank MBNA are now being targeted in the latest elaborate e-mail
scam. Like the Citibank case a few weeks ago, this works the same
way -- customers receive an authentic-looking e-mail telling them
that the bank is installing a new security system and will need to
verify their personal account details. But when they try to login
using the link provided, their information is stolen and passed on
to the online thieves behind the fraud. Fortunately, the Taipan
Group's Bryan Bottarelli has identifieda company whose cutting edge
technology is poised to help wipe out the threat of identity theft.
