                       Submission of Final Business Plan



As part of Ofwat's periodic review process, Bristol Water plc ("Bristol Water")
has submitted its final business plan to Ofwat (the "Plan"). A summary of the
Plan can be viewed on the Bristol Water's website (www.bristolwater.co.uk).



The plan supercedes the draft plan submitted to Ofwat in August 2003.



In preparing the Plan, Bristol Water has considered carefully the balance
between service standards, the need for further capital investment particularly
on the maintenance of infrastructure assets and security of supply schemes, the
risk profile of the business, the financing of the Plan and the impact on
customers' bills.



The strategy proposed in the Plan is estimated to require capital investment of
#156 million (2002/03 prices) over the period from 2005/06 to 2009/10. The Plan
proposes real price increases (K factors) for the five year period to 2009/10 of
20%, 6%, 6%, 0%, and 0%. The proposed increases are higher than in the draft
plan submitted in August 2003, which identified a number of areas where further
analysis/information was required.



Ofwat are expected to announce their draft determination of the new price
limits, which will take effect from April 2005, on the 5th August and the final
determination of price limits on 2nd December 2004.
