Details of Offer of Subscription

Arc VCT has today published a prospectus approved by the UK Listing Authority in
relation to an Offer for Subscription of up to 7,500,000 new C Shares of 50p
each at a price of 100p per share. The prospectus will be posted to shareholders
on 23 November 2007. The closing date for applications and final allotment is
not later than noon on 4 April 2008.

Application has been made to the UK Listing Authority for all of the Shares
being issued pursuant to the Offer to be admitted to the Official List.
Application has also been made to the London Stock Exchange for the Shares to be
admitted to trading on its market for listed securities.



Extraordinary General Meeting

The issue of the new C Shares is subject to the approval of Shareholders at the
Extraordinary General Meeting to be held on 17 December 2007 at 10.45am at 22
Lovat Lane, London, EC3R 8EB. A Notice of EGM is attached to the prospectus to
be sent out to shareholders on 23 November 2007.
