Notice of meeting for holders of South Staffordshire Water Plc 3.75% RPI-linked
Bonds due 2025

Notice is hereby given to holders of South Staffordshire Water Plc (the
"Issuer") 3.75% RPI-linked Bonds due 2025 (the "Bonds") that, in accordance with
Condition 10 of the Bonds, the Issuer will hold an information meeting for
holders of the Bonds. The purpose of the meeting is to review the issuer's
operational and financial performance over the period 2003 - 2004. Senior
management of the Issuer will be present as follows:

David Sankey, Executive Chairman
Adrian Page, Group Finance Director

The meeting will be held at the offices of HSBC at 78 St. James's Street, London
SW1A 1JB on Friday, 29 October 2004 at 12.15pm (London time).
