PSB FINANCE S.A. PUBLICATION OF MTN PROGRAMME PROSPECTUS 

PSB Finance S.A. announces that the following listing particulars have been 
submitted to the Financial Services Authority for publication through the 
document viewing facility of the UK Listing Authority: 

A Base Prospectus dated 14 November 2007 for the establishment of a 
U.S.$3,000,000,000 Medium Term Note Programme, for the Issuance of Loan 
Participation Notes, to be issued by, but with limited recourse to, PSB Finance 
S.A., for the purpose of financing loans to Open Joint-Stock Company 
Promsvyazbank, arranged by ABN Amro Bank N.V. and HSBC Bank Plc. 

A copy of the above Base Prospectus may be obtained in printed form, free of
