                          CHAIRMAN'S A.G.M. STATEMENT


At the Annual General Meeting held in Newcastle upon Tyne today, the Chairman
Hamish Leslie Melville said:

'I am pleased to report that the positive trends we described in our annual
report have continued in the current year to date.  We are making strong
progress in permanent recruitment for both the public and private sectors,
whilst income from temporary placements has remained firm overall, and shown an
improving trend in the last few weeks.  Our national response handling
facilities are making an increasing contribution to our success including a
recent major extension of business with an existing client.

Results for the year to date are ahead of the comparable period in 2002, cash
flow remains positive and our balance sheet is exceptionally strong.  We are
seeing signs of improving demand in our major markets, and we have an
encouraging forward pipeline of new business prospects.  I therefore believe
that we are well placed to achieve a year of solid progress, in line with our
targets, and to continue our successful development as a regionally based
recruitment business with national capabilities.'
